She has so much presence that you can't ignore her, despite the costume. That's what makes her Sarah Jane and able to get away with things like that :-)

She's not the only companion to wear a seriously dodgy outfit (witness Romana II in City of Death) but not many can carry off those kinds of costumes and still be watchable in them.
